■ License transfer of national standard
Chinese character font to foreign users
With the authorization from Chief Bureau of National Standard in 1986, “Chinese Standardization Association” was in charge of technology transfer of national standard Chinese character font to foreign users. On April 18th of 1990, it was jointly held a News press to journalists both home and abroad by National Quality Technology Supervisory Bureau and Ministry of Machinery and Electron releasing some national standards for Chinese character Bit Map fonts. At the News press, announcement was saying “From now on, these national standards must be implemented seriously by all enterprises manufacturing electronic information (including computer), research institutes and numerous users throughout the country. Technology rights and interests of national standard researching fruits must be protected in accordance with relative rules made by Government. China Standard Technology Development Corp (CSTDC) was authorized jointly by National Quality Technology Supervisory Bureau and Ministry of Machinery and Electron to take the responsibility of technology license transfer and no other party than CSTDC has right to accept and hear this case”.
All the above-mentioned is quoted from Document No [1990] 063 issued by National Quality Technology Supervisory Bureau and from the speech made by Mr. Jin Guang, director of standardization department of National Quality Technology Supervisory Bureau at the news press held on April 18th of 1990. Anyone may find the same report from newspapers of April 1990, such as “Guangming News Daily”; “Science and Technology Daily”; “Computer Information”; “People’s Daily abroad edition”; “China Electronics”, etc.
In 1995, with the approve of National Quality Technology Supervisory Bureau, standardization department of NQTSB authorized CSTDC and signed an authorized letter together with CSTDC and its subsidiary company, Beijing Zhong Yi Electronics Co. The authorized letter made a clearly statement that technology transfer of standard Chinese character font should be executed concretely by Chinese information department of CSTDC, i.e., Beijing Zhong Yi Electronics Co. |
